The Interior report has recommended long-term status to foreign workers who have lawfully resided in the CNMI for at least five years.

The five options include granting these foreign workers U.S. citizenship by an act of Congress, permanent residency leading to citizenship, or a status similar to those given to citizens of Freely Associated States.
